Today I take a day off from work and spent the whole day running between several offices to apply for a residental card and transfer my record documents. In fact, this is really painful experience for the process is unresonablely complex and the relative works are not very clear about how to deal with my spectacular situation which make the peocess almost a chaos and you have to find a way out off the chaos on your own. Now that I have experienced all of these I’d like to share my experience with you for a reference when you confront similar situations and need to apply for a residental card.Before today I went to handle the thing in person, I have asked two of my friends to help me do the application, but all of them have failed because none of them or the teacher in charge of the student employment work can fully understand my spectacular situation. Hence, I have to take a day off to hudle this myself. This passage is a guidance particully for those who has the same situation as mine.
Then, what’s situation? First, I’v just graduated from a university in SH in July. It has been about two month since I left school. Second, I come from Beijing. I didn’t transfered my Hukou to Shanghai when I enrolled. This makes my case more complex because the government has some specified policy for students form Beijing. Third, I’ve just found a job on Sep. 1st. And below pls find the peocess I worked through:
Step 1 First, let the HR department give you a acceptance testimonial (录取通知) with a company’s stamp on it to prove that you have find a job. The format of the acceptance testimonial is not standarized
Step 2 Then, you bring the testimonial to the your school’s Student’s Career Guidance Center (SCGC). Present it to the teacher and get a Shanghai risidental card application (上海市居住证申请表) together with a triangle agreetment (三方协议) for 25RMB
Step 3 And then, after you have properly filled in the two tables, bring them to the HR and let the HR add another stamps respectively for every page of the tables. Attention: In the “Transfer Record Document To (档案接受地)” blanket you should make sure you fill it as 北京市人事局 for the relative government requires this. The address of 北京市人事局 is 东城区台基厂3条4号
Step 4 After these have been done, you bring the two documents to the Shanghai Graduate’s Career Guidance Center (No.900, Yan’an Rd.). You need to change one page of the triangle agreement for tow Bao Dao Zheng (报到证/BDZ), one is for transfering your Hukou and the another one is for transfering your record documents. Actually, the one for transfering your Hukou is useless because your Hukou is untouched. Also, you will need to change the Shanghai residental card application for two BDZs among which one is sumitted to your employer company and the other one is for applying Shanghai residental card. Don’t be confused by the two residental card applications. Only you pass though the prior applicatios can you apply your card in your residental complex
Step 5 Finally, you bring one of the BDZ back to the archives of your school to ask them transfer your record document for you and bring another BDZ together with other required materials to the office of the street where you live to apply for the Shanghai risidental card
The first four steps took me a whole day, but if the distances between your office, your school and the centre are not that far as mine, you may save much time. And hopefully the Shanghai residental card can be OK after about one week after your summition your materials. And be aware another thing: you’re sure to ask the relative workers questions and they are sure to be very pationless to you. So being aware of this, if you want to make your questions answered you should be very patient.
