Warning: Cannot modify header information…的问题解决

当我在后台激活Simple Tags插件时，后台页面显示以下两种错误信息：

Requires WordPress Version: 2.2 or higher;

Warning: Cannot modify header information – headers already sent by (output started at http://ideatalks.cn/wp-admin/setup-config.php:23) in http://ideatalks.cn/wp-includes/wp-db.php on line 315

查了半天发现是用讯雷下载WordPress安装文件的问题，没办法，只能重新下载WordPress（不使用任何下载工具，尤其是讯雷），然后重新安装。快要昏倒！
